The sequence below combines the Nevis Air and Sea Ports Authority's published conditions of mooring use with the standard route through the offices ashore.
Before you sail

The Nevis Air and Sea Ports Authority requires all vessels approaching Nevis to contact it on VHF 16 for a mooring assignment within the first 24 hours of arrival. Fly the Q flag. The office is not always reachable by radio from a small vessel, which is one reason the call is often made through an agent ashore.
Lie as directed, then go ashore
Moorings run along the west coast between Oualie Beach and Charlestown, and the authority's conditions require vessels to proceed to their designated mooring after clearance. Only the master goes ashore until clearance is granted.
Customs, Immigration and the Port Authority
All three authorities are in the same building near the pontoon, visited in that order, open year-round. Customs asks for the clearance paperwork from the last port. This single-building arrangement is the practical difference between Charlestown and Basseterre.

Is Charlestown easier than Basseterre for clearance?
It is usually described that way, because the three authorities sit in one building near the pontoon rather than split across the waterfront. The trade-off is on the water: there is no marina, the Port Authority controls mooring use, and charges are cash only. Which is easier depends on whether the yacht needs a berth.
